Pleading in vain!

  Sub:-Mr. Jippu Jacob retired Associate Professor, KCAET under Vigilance enquiry still illegally continuing in the college - complaint – reg.

 Ref: Order for Vigilance Enquiry by the Court of the Enquiry Commissioner & Special Judge, Trichur.

 As you are kindly aware, Mr. Jippu Jacob had retired from service on the 22^nd of February 2010 as Associate Professor, KCAET, Tavanur – a college under the University and has ceased to be a teacher of KCAET, Tavanur now. The petitioner had moved the Court of the Inquiry commissioner and Special judge, Trichur, seeking to issue necessary orders towards conducting a vigilance enquiry into certain allegations against Mr. Jippu Jacob and the court was pleased to order the enquiry.

In the reply to a RTI question, the Public information officer of KCAET, Tavanur had already confessed that the file pertaining to a project of Mr. Jippu Jacob which comes under the investigation of Vigilance is not available now. Since the file required towards proving the complicity of the accused officer, Mr. Jippu Jacob is already missing - even before the start of the enquiry- the petitioner had out of apprehension taken up the matter with your good self, requesting to order to take safe custody of the files and other records, only to find that even after his retirement, Mr. Jippu Jacob is very much in control of the affairs of the college as before. In the writ petition filed before the Honourable High Court, the petitioner had as per Ext. P-5 brought to the notice of the court, how acting as the academic officer in tandem with another teacher –parent, he is aiding and abetting the corruption of even the examination system, which in KCAET even otherwise stands blighted by querulous complaints. Instead of appointing a committee for debriefing the concerned and taking remedial action about what had happened and what is happening, it is surprising that the University is still content to leave the academic matters in the hands of Mr. Jippu Jacob, a tainted teacher, and it speaks volumes about the total lack of accountability on the part of the University.

That a retired teacher who is under orders of vigilance enquiry is coming to college day in and day out, occupying his room as before, causing files to disappear, manipulating records and is in full control of the affairs and is giving orders left and right, to others, in an effort to show nothing has changed, is the bane of the University. That the very same person is still in charge of academic matters is a shame on the University and is a bad moral!

Please take notice that if the University is not prepared to take cognizance of these happenings, the petitioner will be constrained to move the court for appropriate orders.
